That they do, but due to the government funding for the NDR the A1194 is actually funded and operator by the county council, so from their point of view not trunk. Much like the Western end of the NDR itself.

Note that OSM should be based on reality, not technicalities related to government funding, though.
This whole section of road has confused me from the beginning because it looks redundant. Trunk traffic from the A47 eastward leaving to get into Norwich could potentially avoid the A1194 completely by taking the third exit, then right at the lights, then first exit. But the signs very clearly guide you to take the first exit and go around the A1270/A1149. I suppose it's to relieve traffic at the traffic lights.
So I do believe trunk is correct.
