It would be residential because there are 12 newer houses off it not on some older imagery.
Given that three sides of this rough rectangle bear the Effie Seward name, I wonder if the fourth would as well.
A text search shows me that housenumbers include 40xx, 41xx, and 42xx. If I wanted to guess. I could try counting all the numbers and matching them to houses.
Some of the realty listings mention new construction in 2017 which probably is the latest possible Mapbox date.
Also, if I search both Effie, and Seward Crossings, I get listings with all the range of housenumbers, that give directions ending in turning right onto Effie Seward. That leads me to suspect the entire loop has to be named Effie Seward, but it isn't conclusive, just a guess.

you posted anonymously (markm?) so I hope you will see this, and while this sort of search is not approved, it's a way of gathering information and trying to grind that into an imagined knowledge.
