Changed a tiny (<2m) section of bridge to the same road type and permissions as the road either side of it. The current classification ("track") and permissions (none specified) was causing cycle.travel to treat it as private.

Mark some of the tiny sections of way that attach Cottenham Road to it's adjacent Cycleway (that don't really represent any actual real road surface) as bicycle=yes and nonprivate where appropriate, so cycles can actually join it.
