Connect up two stretches of Southwest Highland Creek which were mapped with waterway=* way and had a short gap of only natural=water shoreline

this little bit isn't really part of British Columbia Road - when used to access the eastbound Gardiner onramp (which happens a lot and is an intended use case) the route is left off LSBW and onto the onramp
