I dont think this qualification is correct. Its a public street with a lift-gate and its only acceptable for use with bicycles/foot. So its a service or unclassified with appropriate access tags imho.

2:nieuwe toegangsweg centrales EPZ: thv kruising europaweg oost en ijslandweg is een nieuwe verbindsweg gemaakt naar weelhoeksweg.

wilhelminahofweg (aka zeedijk) is geen openbare weg meer maar behoort bij terrein epz. er staat een hek die de weg blokkeert thv kruising wilhelminahofweg/weelhoekwek
er staat ook een hek thv 150 kv hoogspanningsstation (to europaweg oost)
