Moved a shop that changed buildings

Added stoplights and crossings to intersection, cleaned up some old Tiger Tagging, etc. The intersection is a little tricky, and I wasn't certain how to handle the different names/refs, although some tagging was clearly deprecated.

Updated some tags and speed limits

Modified classification of several localities, for consistency (between node and administrative boundary) or accuracy (some hamlets with several hundred residents, post offices, and some amenities better marked as villages).
