Import building outlines data that user:daroKPPSP received from the powiat office, after a lot of manual fixage. Merge with existing data including address nodes.

Fix up after user SQ9NIT's covert Ostrołęka import: assign addresses to buildings, mark some duplicates with a fixme=, change source:maxspeed to source:addr on affected nodes, apparently a typo.
