is this road really a footway?

Street is no longer "Tioga lane" has been officially changed to 47th street west. City of williston annexed this area into the city limits as of January 1 2015.

The marker is on N Levi Lane, a closed-ended private driveway with a city of Los Angeles issued street sign, running center to five unattached, single family residences on opposing sides, each with its own numerical address. The residences were all built and finished by a commercial home builder, sold, and issued occupancy permits for habitation by September 2015.
As of yet, non of the major street databases, Google, or Bing, recognize this street.
This property falls within the Sherman Oaks Neighborhood, City Los Angeles map outline in the 91401 zip code area.

Public Utilities, fire, and police departments, financial institutions, and the vast majority of businesses are not be able to find N Levi Lane on on their databases either, or have a difficult time finding available information on public databases.
Only the post office has sufficient data to properly deliver mail and parcels, including Fedex and UPS.
Please help the residents of this little street be recognized on all the major map, and gps databases.
We shall be eternally grateful for your efforts and look forward to an expedient solution to our two year problem.
