Both King County and the City of Auburn show this as 63rd Court South. Bing Streetside imagery, which I admit is fairly old, also shows this as 63rd Court South. See https://www.bing.com/maps?toWww=1&redig=4A827C653A9D480E80AB513B46B43DA8&cp=47.335851%7E-122.255088&lvl=19.7&style=x

This was a request directly from the Auburn transportation engineer to fix this street name. The street sign at the location is consistent with S 296th Court. Auburn doesn’t have a public facing map service but on our internal street centerline and pavement layers, the street is S 296th Court. I have reached out to Google Maps and Esri in attempts to edit their base maps. I admittedly am not 100% sure who the final authority on street names is, but I do know that the City of Auburn considers it so.

Thanks for the info. Like I mentioned, Bing Streetside is dated so the street sign could have been changed since. I did reach out to a friend in King County GIS to see if he know who has final say on street names. (It certainly isn't OSM) If I hear anything that might help you I'll let you know.
I any event - thanks for updating OSM. Let me know if you ever need any help fixing OSM. I've worked with a number of cities in the region. I'm up in Mount Vernon so the area is familiar with me.
