This looks suspiciously like an undiscussed mechanical edit. See http://wiki.osm.org/wiki/Mechanical_Edit_Policy for what should happen before any mechanical edits take place. The most important step is "discuss" - can you point me to where, if anywhere, this happened?
Perhaps it's worth reiterating why the mechanical edit policy and the requirement to discuss exists. Even if, in a particular example, "shop=yes" is more correct than a previous "amenity=shop".
One reason is that the mappers using the previous version won't know that a tag is "wrong" unless you tell them - they'll just continue adding more "amenity=shop" to the database. Any data consumer that is looking for generic shops will need to look for both "amenity=shop" (since new ones will still be added) and "shop=yes", so their work is still the same. The OSM database is slightly larger, so it's a little harder to manage for everyone. So the net effect is that everyone has to work a little harder, and you've wasted your time.
Another reason is that there might be people actually looking for "amenity=shop" in the database (it's entirely possible; they may know the context in which they were added and you may not). If they're rendering these they will be surprised when they disappear from their map. If the mechanical edit had been discussed first, they'd know that they now need to look for "shop=yes" and wouldn't have a nasty surprise.

I had told the user six hours BEFORE this edit in https://www.openstreetmap.org/changeset/27515219 about automated edits. Apparently this was not understood at this time.

@Andy
So what should I do know ?
* send an email to all users that add the tag amenity=shop ?
* reverse the changeset ?What should I do in the feature ?
Ok, I will read carefully read the french version of Mechanical_Edit_Policy…But after, talk to the community don't mean talk to every mappers ?
A lot(?) of basic users don't even know mailing list, so how could they learn that they shouldn't use theses tags ?
This changeset touch only 358 objects (massive edition ?).
May be it could be more efficient to send a message to all theses users (probably less than 358) ?
Best regards,
Yves
