Why this is tagged with admin_level 7 but "includes" relations with admin_level 4 and 6? Also it is a bit confusing why only parts of Noord-Holland and Flevoland belongs to AMA/MRA, cause most of the sources tells the whole provinces belongs to the AMA/MRA (e.g. https://www.amsterdameconomicboard.com/en/amsterdam-metropolitan-area or https://www.metropoolregioamsterdam.nl/pagina/20161229-over-mra)
Are metropolregions administrative units?

Because the metropoolregio is made up of municipalities (admin_level=8) and provinces (admin_level=4), it replaces the "plusregio" (admin_level=6).
For details of admin_levels in The Netherlands see:
The metriopoolregio is a kind of administrative unit, but in the same way as provinces, municipalities, and cities (woonplaatsen).
Further discussion of metropoolregios should be down on the Dutch forum:

Thanks for fast reply. Sadly I do not understand dutch very well. Started a german discussion about it: https://forum.openstreetmap.org/viewtopic.php?id=59788
Im thinking about thinks like boundary=economic(al) cause the response of nominatim confuses, how can higher regions belonging to one lower region (and this sometimes only half). -

English is fine on the Dutch forum as well, pretty much all Dutch people speak it unlike German.
