I think you should't do this change.
Please revert and correct the other wrong tags to lower case. It just doesn't matter the count, it matters what tag is right and what is not. -

Hello muralito, there was about 2700 x ISO3166-2 and 500 x iso3166-2 in the database before I've changed some tags.
For ISO3166-1 it's even clearer: 330 times upper case, zero times lower case.
I can see no reason why I should change some tags back. It makes no sense to have inconsistent tags in our database.

Regarding "change all tags into lower case": the majority of the ISO-tags (5 vs. 1) is in upper case. So it's pretty clear that upper case is right. Approved by the majority of the mappers.

there are 2962 ISO-2-Codes in the OSM database.
2612 x ISO3166-2 and 350 x iso3611-2Upper case keys are not usual but not forbidden. see key=TMC, key=FIXME and some more.

I agree with normalization of the keys, but not with doing it based on counts of wrong things. Making a lot of errors do not convert them in good things.

Maybe this doc page is new, but some older doc page were documenting what i say, because, e.g. I added keys iso3166-2 almost 3 years ago (https://www.openstreetmap.org/changeset/13202462), and i did use already documented keys.

¿The ban of the user is related to what he changed about iso3166?

You’re saying that upper case is wrong but you haven’t provided any valuable source yet. You’ve just pointed to one entry from a user who has already made other dubious changes in the Wiki in the past. Only 15% of the ISO 3166-2 keys are in low-case! 15% vs. 85% - seems pretty clear who is right. Nevertheless, even if you’re right and that the key was documented in the past – tagging behaviour can change and this would be a very clear case then that the tagging has changed for ISO keys.
I’d propose to properly document the ISO3166-2=* key in the Wiki. If you insist, I can change the ISO 3166-2 keys in Uruguay back to low-letter.

It's true that tagging behavior can change, but as I said before several times, having more tags (or more votes, or more people supporting your behaviour or whatever) does not automagically make that behaviour the wise choice.
I think that the keys iso3166* should be lowercase, and not only in Uruguay or South America where you changed to uppercase, but worldwide, as all keys should be normalized, and it was in the docs.
Beside that, it's not me that wants the change in the tag scheme, the change (or the proposal) was made by you, and I think that your change (until now justified only on numbers) is not a better data than before.
Anyway, justified only the same basis you point of bigger numbers, as most tags are lowercase, iso3166 should be also lowercase. ¿or not?

It’s fine for me if the ISO 3166 key is upper case and it would be fine for me if the key is lower case. I don’t care. The only thing I’m interested in is to use keys consistently. If I’d stumble upon a ISO key which isn’t consistently used I’ll correct this key according to the majority of the ISO keys. Thanks.
