Based on current guidance regarding the use of the trunk tag, I believe that NHS designated highways and HFCS designated "Principal Arterial" roads outside major urban areas qualify as trunk.
However, It does appear that US 24 west of the US 281 junction north of Osborne is classified as a "Minor Arterial" and, therefore, the primary designation is appropriate.

Please explain to me how it makes sense to have both US 24 and US 81 tagged as trunk.
US 24: 2 lanes, undivided, 65 MPH, 2 or 3 foot shoulder, lots of random driveways and farm access roads connecting to it.
US 81: 4 lanes, divided (by a 50 foot median), 70 MPH, 10 foot shoulder, more (but not completely) limited access.
Also, why should US 24 change classifications just because it crosses US 281? It is still a US highway, it is still two lanes, it is still undivided and its speed limit is still 65 MPH.
If you want the government's opinion on roads, go to the government, not OpenStreetMap. We map what is visible on the ground. I do not plan on consulting a government database every time before I edit OSM.
This reminds me... I think we've discussed classifications before and I strongly disagree with your upgrades of a lot of unpaved county roads in eastern Kansas to secondary. And here's why: I recently took one of these roads west out of KCK. I was expecting a reliable and safe road, as one should from a secondary. But suddenly the pavement ended and I was in the middle of a bunch of corn. Well ok. Not the end of the world. But then a sign appeared warning me that the road sometimes floods. This probably means that the road is not well enough traveled to make it worth building a bridge over a (mostly dry) creek or low lying area. That should not be tagged as secondary, I don't care WHAT the government says! In fact, I would classify that particular upgrade to secondary as downright dangerous.
