Comment from Gertjan Idema
In this changeset a lot of buildings at the Oudegracht in Utrecht were split in two. One part that is under the street and one part besides the street. In reality, the buildings are one whole, with a part under the street. Therefore, I intend to re-combine the two parts to one building with the original building reference number. Then I will add the part under the street as a building:part=yes, with a layer of -1 and without the building reference number. Would you (fx99) object to this?

In principal I do not object, though I do not understand how youwill do the change. In any case, it should be clear after the changes that the street is on the ground level above the under ground buildings.
Maybe you try it out with some building and look at the results on some maps. -

I updated Oudegracht 359, 361 and 363.

361 is how I would do it. There is a basement (-1) stretching from the upperlevel building below the street and an above street house that is only west of the street.

Makes sense to me. I'll do it like that.
