Burger King is not the small building.
The small building is a light contruction, is part of the sidewalk.
I don't understand why "KG 2016"'s contributors are deleting nodes and adding polygons. There is conceptually wrong, and we are losing the history of the data stored in those nodes.
Probably the editor makes it easy to convert nodes to ways...

The Burger King enclosed structure is physically on the sidewalk but, although it seems to be a light building, it does not seem to be a temporary structure. I have modified it to show building:material=semi_permanent, since this is what it appears to be.
I have always opted for the "One feature, one OSM element" practice and have tried to maintain the information which appears on the already existing nodes, although the history may not transfer to the new polygon, the information is accurate.

This is not a case of "one feature, one osm element", is about where the feature/element is located.
The main activities of the restaurant are inside the main bulding, food is cooked, ordered, and served in the main building. The light building has only seatings for customers, just like some other restaurants has seatings outside in a sidewalk or a pedestrian street.
