That might very well be correct. Way 458176600 was created by splitting way 227215867 (v4) and way 458176599 was created by splitting way 283845170 (v7). Before splitting the ways they looked like this: http://www.directupload.net/file/d/4562/8qyl7isn_jpg.htm . The relation that I edited contained both of the original ways.

Usually the river/stream define the administrative boundary here in Brazil.
Most of the time people draw the river without reusing the existing way (which already represents the boundary); or they make some mess using the river and the other way :-)
It's should be safe to deduplicate ways when this happens (ie, to use only way to represent both the river and the boundary). -

Ok. My goal was just to create a valid geometry by doing as few changes as possible.
