I'm not aware of any tool that makes use of these tags. For most applications the tagged address was unusable. The existence of another node close by with address information is not sufficient to find the actual address of this POI.
The only case how addresses of another object can be used on a POI is when the POI is inside an area object (e.g. building) with the address. In any other case the result would be ambiguous and not reliable. -

It is the tool that have to follow (use) a schema. Not the tag schema follow some tools.
Is normal that no tools exist, when a schema starts to be used.

Until this schema has been adopted, we have to stick to the old scheme, otherwise we lose information. I.e. both tags have to exist in parallel.
But, I really doubt that any tool will use this tagging, based on a 4 year old draft without even an RFC. -

It seems to me that an address should be unique (it exists with or without POI) it is an object in its own right. Many POIs have no address.
If it is the same node, when the POI disappears or moves, the address may be deleted or moved with the poi by the inattentive contributor. Contact information: seems to me more appropriate.
