In the Beauce area many localities were tagged as towns while their size and population didn't seem to warrant it. They are more of the size of a village. I tried to bring the area more in line with the rest of Quebec. I didn't find any hard rule for this, so there is grey areas for sure.
For me Saint-George is certainly a town, Beaceville also. However Saint-Ludger seems to be much smaller and better classified as a village. Towns should have a few large stores such as Canadian Tire, IGA, etc. and offer regional services. Villages a few smaller shops. Lastly hamlets are much smaller and usually no store or just a gas station and a dépanneur.
Hope it makes sense to you.
One last note however, the Village tag has also been used a lot to tag rural municipalities even if they do not have a village center per say - I didn't change that information convention. There are many of those. -
