This should be a community garden tag, not allotment. Per the OSM wiki: "Allotment gardens are characterised by a concentration in one place of a few or up to several hundreds of land parcels that are assigned to individuals or families.
In allotment gardens, the parcels are cultivated individually, contrary to community gardens where the entire area is tended collectively by a group of people."
This is a community garden, as it is tended by members of the Herb Community and associated volunteers. The raised beds are not assigned/rented to individuals. Everyone is free to garden in any plot. Granted, you will quickly piss off a bunch of dedicated older ladies should you do anything wrong.

Allotments are labeled as a Community Garden in the iD editor.
And the word has different meaning in America. Wikipedia: "An allotment garden (British English), often called simply an allotment, or a community garden (North America) is a plot of land made available for individual, non-commercial gardening or growing food plants"
