You mention that you "keep having to fix this", and http://osm.mapki.com/history/way.php?id=498377008 and http://osm.mapki.com/history/way.php?id=522453556 do show that there's some sort of edit war going on here. Do you have any evidence of the signage on the ground? What the post office uses isn't really relevant - see https://wiki.osmfoundation.org/w/images/d/d8/DisputedTerritoriesInformation.pdf for the way that OSM tends to choose names where there is a dispute.

Then how do we handle the name of the road when 1 street sign says just "Antioch", "NE Antioch". then "N Antioch"? The Newer signs all say "NE Antioch" and they are randomly placed along the route.

If part isn't obviously one and another part the other, perhaps pick the most common variant? That's what I did with https://www.openstreetmap.org/way/95467361 (just up the road from where I live). There 5 out of 6 signs have one version and 1 another, so I went with the "5 out of 6" name.

Its not that. Problem is that the city has been slowly replacing the signs back to NE Antioch as needed. Its starting to be randomly put back to the official name.
Problem is that there is also another road that actually is N Antioch.

I'd go with the on the ground value, even if it's "wrong" by some official definition. https://www.openstreetmap.org/changeset/56856510 suggests that "N Antioch" is currently the most popular value. If that's the case, I'd go with that version, until more signs are replaced and "NE Antioch" is the more popular version.
