Item Name: PA_ID
Field Type: Alphanumeric (maximum 20 characters) (Upper – Lower case)
Definition: A unique code for the protected area that doesn’t change between versions of CAPAD
Note: In some cases this number will be generated by the DOEE, for DOEE data, otherwise the RES_NUMBER provided by the data custodian will be used.Item Name: AUTHORITY
Field Type: Alphanumeric (maximum 15 characters) (UPPERCASE)
Definition: The CODE for the authority which administers the Protected Area.
Note: See Appendix 2 Authority Code for codes used in CAPAD 2016
Note: Please provide a look up table for codes that do not occur or are incorrect in Appendix 2Item Name: RES_NUMBER
Field Type: Alphanumeric (maximum 15 characters) (Upper – Lower case)
Definition: The reserve number (if declared) as used by the controlling authority and pre-fixed text denoting State / Territory (eg. NSW0850).
Note: IPA Reserve numbers are allocated by DOEE.Australian Government Department of the Environment & Energy (DOEE)

Such external reference numbers are usually not part of the data in OSM. Please write a description in the Wiki so that every mapper can understand what they are.
Also consider to use an established format for the keys, such as ref:capad.
Actually, there are already some objects with a capad number using the tag "ref:capad2014_osm" - adhering to this scheme would be beneficial for all data users. -

It has to referenced as source by the uploader to identify that the data set is legally been obtained under the (CC BY 3.0 AU) licence. I have spoken to someone else about this (in au) and the "source" of the data set is the Federal and State governments. If I get time I will put it in the wiki, where it goes I don't know.

I agree with @mueschel that we should be using the `ref` key https://wiki.openstreetmap.org/wiki/Key:ref for external references. So ref:capad or something like that.
The description of the AUTHORITY field sounds like it should go into the OSM operator tag https://wiki.openstreetmap.org/wiki/Key:operator
Per the CAPAD waiver, we don't need to provide attribution on the object level it's covered by the generic attribution statement at https://wiki.openstreetmap.org/wiki/Contributors#Department_of_the_Environment_and_Energy
