This Relation was damaged by deleting https://www.openstreetmap.org/way/345004359
(comment: Ceuta - Gibraltar - La Linea -> Supresión de la imaginaria linea administrativa de las llamadas aguas de Gibraltar. Esa Colonia no tiene jurisdicción reconocida de aguas territoriales propias. Y mientras así sea, no deben dibujarse tales.)
Gibraltar is not a country and so would be the own admin_level=2 not correctly. I have added the outers of Gibraltar to https://www.openstreetmap.org/relation/6491134 (timezone), https://www.openstreetmap.org/relation/3969434 (British Overseas Territories as outer) and https://www.openstreetmap.org/relation/1311341 (Spain as inner). This relations were not adjusted. -

Thanks. The previous changes have been reverted now (see https://www.openstreetmap.org/changeset/62835339 ). I'm not convinced that the entire Gib territorial waters should be an "inner" for Spain, but that's something that needs talking about to discuss what the shape of the inner should be.

Thank you, I had seen it yesterday evening and corrected a small reverted error in timezone relation.

...and an "outer" for British Overseas Territories. Yes, my opinion (the land area only was relinquished).

My recollection is that both Gib and Spain claim the water, and _both_ have at least some control of at least some of it (e.g. the marine park). I don't think that Spain can claim to have control of Gib harbour, so this might be somewhere that overlapping admin-level 2 relations makes sense.
The discussion is probably best had on https://forum.openstreetmap.org/viewtopic.php?id=61207 to be honest - that way any interested parties will have a chance to comment.

Lo que recuerdo es que tanto Gib como España reclaman el agua, y tanto tienen al menos algo de control de al menos algo (por ejemplo, el parque marino). No creo que España pueda afirmar que tiene el control de Gib Harbor, por lo que este podría ser un lugar en el que las relaciones de nivel de administración 2 superpuestas tengan sentido.
Probablemente, lo mejor es tener la discusión en https://forum.openstreetmap.org/viewtopic.php?id=61207 para ser honesto, de esa manera, cualquier parte interesada tendrá la oportunidad de comentar.
