I am reverting Blackpool beach back to beach, as it is not a tidalflat on the sea front. If we want to represent the tidal flats at low tide, this way should be split into two areas. Added fixme to capture this point.

Changed to use official_nane for the very long name, and shorted name to what they are known as. This is based on the OSM guidance for name tag, it avoids the end user's maps being flooded with very long feature names.
