The most important part of the guidelines is “discuss”. You need to discuss your proposed changes with the rest of the OpenStreetMap community. If you already have discussed these changes, can you please point to where? I don’t see anything on the talk-tz or talk-africa mailing lists or the East Africa forum.

Of course - it’s possible that there may be some misunderstanding here (i.e. you didn’t quite understand the scope of the changes that you were making), and if you have any questions at all please do get in contact with us via data@osmfoundation.org . However, if you continue to perform organised edits without discussion that cause community complaints then you will be blocked from editing, and the edits could be reverted.
