Hi,
Thanks for your contributions to OSM! maxspeed tags need to go on the road for them to be usable by navigation software, so you should put `maxspeed=45 mph` on the section of road that the sign is for.

How do you do it when the road has a speed limit that changes half way along the road?

Split the way by creating a node where the speed limit changes (if one doesn't exist), selecting it, then pressing X. You can add the speed limit tag to that.
It's okay to tag the speed limit sign separately, if you want. The speed limit shows up either way.
