Hello. The wiki (english) does not mention anything about address tags.

Adresstags are for routing proposes to real adresses or real postal adresses; only houses or properties do have real adresses. Show me please one Hydrant (by photo) which does have a real housenumber or have you ever seen a postman, delivering somthing to a fire_hydrant? definitly nonsense. If you put an address:street tag to a hydrant, the address is not complete, an won't be in future, because there are definitly no housenumbers for it.... Taginfo shows many tags/keys like fire_hydrant:street=
or take fire_hydrant:location if you would like to describe an location -

There are exceptions to your rule.
In Montevideo there are fire hidrants in private properties or public buildings (hydrants not connected to the network -old and bad mantained-, supplied by own storage tanks). As the property has an address, the hydrant located in that property could/shuold have the same address.
None of the hydrants you corrected in this changeset have address because it seems are located in the streets, but yes, there are hydrants that could have an address, so be please careful when deleting the tags. I will send you a picture if I found one.
