Hello mapeditor999,
I believe the removal of the construction tags was premature.
According to the wikihttp://wiki.openstreetmap.org/wiki/Comparison_of_life_cycle_concepts#start_date_and_opening_date
the construction tag needs to be used until the opening of the railway to the public.
As you wrote, this has not happened yet.
Please let me know if you prefer to undo the edits yourself.Otherwise, I'll do that next week.Thanks,

I don't see where on this wiki page it says that the track is still considered "under construction" if it is not open for passengers. Israel has a bunch of railway branches which are not open for passengers, yet not mapped differently than ones which are open for passengers.
The tracks are already present and working, and the construction contractor already handed them in to Israel Railways, who is already doing test runs with complete train arrays on the tracks.
Since trains *are* running on these tracks (even though they don't have passengers on them), I think that having the construction tags on the rails would not reflect their status in the real world, and the map should always try to map the real world as accurately as possible.
You can see I've left the "construction" tags on the station buildings themselves and haven't added station nodes, since these are not open to the public just yet.
If you disagree, feel free to revert my changes.

Also note that for hikers and such using the map, having the rails *not* marked as "under construction" is probably better: when a railway is under construction you don't expect trains to run on it, so you might feel like you can just cross it wherever you want. However, this track already has trains running on it regularly for test runs, so people hiking around should see them on the map and be aware they are active and therefor dangerous to cross.

I think you have made several good points. Reading the wiki again, it is not so clear as I though.
Most important, IMO, is that you say trains are running on the tracks, which I was not aware of.
