i think, you don't respect our "import guidelines" https://wiki.openstreetmap.org/wiki/Import/Guidelines
- i can't find any documentation, no wiki, nothing.
- you did not add your project to https://wiki.openstreetmap.org/wiki/Import/Catalogue
- you don't use an extra import user id.
- your changeset comment don't specify a link to the licenseand some other strange things.

I addition, I want to point out that deleting of existing data and recreating it destroys the history of the deleted objects. https://wiki.openstreetmap.org/wiki/Good_practice#Keep_the_history

wambacher: In 2014 I added the previous set of SA ward boundaries - I can't point to the whole range of edits but the last one is changeset #21821462. Nobody had an issue with it or made a complaint then, so it didn't even occur to me to do anything differently this time. I will certainly not continue with these edits until I have sorted out compliance with the import guidelines.
Nakaner: this is a very good point and I will consider how the import process can be modified to avoid the need for deletion and re-creation before I continue.

(Regarding the second point, though: semantically, "deletion and recreating" is what happens to the wards in South Africa in the delimitation process. "Swartland Ward 2" in 2015 is a different entity than "Swartland Ward 2" in 2016. But I can still see the practical value for OSM in keeping the history.)

thank you for your quick response. What's the legal status of the data? Where is the permisson from the data owner which allows you to upload it to OSM and release it under the Contributor Terms? Where can we ourselves find the dataset (if it is an act or similar text document and no shape file/GeoJSON/whatever, point us to the text)?

Hi adrian,
ok, you did some imports in 2014 and nobody complains. But the times are changing. During the last 2 years, OSM decided to be more restrictive in importing external data. That's because of many problems, either bad quality or using unauthorized data. Both leading to big problems.

Hey folks, sorry about the slow reply - I had a very busy week at work.
Regarding the permission for the data: I have emailed Grant Slater (a/k/a firefishy, you probably know him) because he was the one who arranged permission with the Municipal Demarcation Board to import their data. I have asked him to comment here.
Unfortunately the data is not available for download online - SA government agencies are really bad about putting their data online. I had to email the MDB and ask them for it. I am happy to upload the shapefiles that I received to somewhere that you can download, if that will help.
wambacher, re. your message: as I said, I won't continue with any of this until I have fully sorted out compliance with the import guidelines.

Yes, OSM has explicit permission to use this dataset. Adrian kindly manages the updates of this data every few years. The data is high quality and is the definitive boundary dataset for South Africa.
