Quoted from Wikipedia: "Punta Colorada is a small peninsula (punta) and a resort (balneario) in the Maldonado Department of Uruguay....Beaches of the resort"
I am not precious _but_ it would appear that Punta Colorada is popular with tourists.

Tag:tourism=resort

Probably Wikipedia article is wrong, or a bad translation. In this context, "balneario" means beach.
Using the same criteria as you tag Punta Colorada, you should tag with tourism=resort every place=* in the coast, which is wrong.
