Specifically on changeset 46666195, the data from learnosm test data (fictional additions around (0,0)) must be removed indeed, so thank you for watching carefully.
The other part of changeset 46666195 is a brand new mapper, first edit, most likely very local knowledge. These edits *are* worth enough to be kept.

It was just moving of some nodes below 3 metres, that's why I decided that it is not worth enough to be kept.
Please fix LearnOSM to prevent such vandalism in future!

It was not just moving and geometry, you missed that a few tags were added and they were also reverted.
It is understandable that the added tags can be missed during your review. JOSM history or achavi can help there. Nonetheless it would have been more correct to take the time to assess, discuss, welcome the new user and cherry-pick the worthwhile edits.
It would have been really nice to follow the guidelines for a "Normal revert": "If the extent of the vandalism is local and impact for the overall community is limited then make polite direct human contact via OSM Messaging or changeset discussions assuming good intentions and wait for 24-48 hours for a response."
I would kindly recommend that you engage with the user, explain to a newbie what was wrong in the user edit, explain to a newbie what you did with the revert.
Maybe you can consider putting back the correct tags and some kind words to the user for contributing for the first time and getting to grips with OSM and JOSM.I am going to keep this changeset discussion on topic, that is to say to discuss this changeset and your revert only. On the other hand, you already know where to go to discuss, report or contribute to LearnOSM: https://github.com/hotosm/learnosm/issues/335

Have you contacted the mapper to explain what was good and what was wrong in this first edit?
Do you plan to cherry-pick the good changes that were reverted? I mean the alignment&geometry (adding nodes and moving nodes by more than 3 metres) and the new tags.

No discussion before the revert, no meaningful discussion after. I disagree it was vandalism, only well-meaning contribution with a beginner mistake.
