It is WRONG.
The admin boundary comes the NSW Government LPI. If you want to change the coast line then change that .. not the admin boundary!!!!

I looked up the "OSM Example" for Harbors - http://www.openstreetmap.org/edit#map=16/53.3889/-6.0644 Howth port and it comes with the administrative boundary attached to the coastline.
Do you want me to change it back?

The Admin boundary would be correct. It could be the high tide mark .. in a certain year? Would have to read the legal papers to see. I am against having the admin boundaries use physical features - leads to this kind of problem.Where the coast line is ... could well be different from the admin boundary, low tide mark? mid tide mark?

If you zoom in you can see coffs harbour and it goes north from the breakwater - not following the coastline.

I think we need to have a bit more of a discussion on this. If people want the LPI Admin Boundaries they can go to LPI and get it. The LPI boundaries aren't the official legal definition of these boundaries, they are just the LPIs representation.
I think we should do what makes sense for OSM and not necessarily just copy LPI.
I thought quite often admin boundaries are defined in reference to a road, coastline or river. In those cases I do think that the admin boundary relation should use the road, coastline or river way as part of it, if that's it's definition.

Coastlines and rivers change over time. And so too do some roads. I'd think a legal boundary that uses a feature will specify a date? Or maybe the date is taken from when the document was made?
By separating an admin boundary from other things in OSM it allows these other things to be altered by mappers without effecting the admin boundaries. People do tweak things - particularly rivers, roads and coastlines to match what they think it should be. If the admin boundary is attached then that may be moved inappropriately.As for the LPI .. I'd refer to http://www.lpi.nsw.gov.au/land_titles I think these are as close to the legal definition that OSM will get.
