It is because Uzbekistan is covered by two timezones, Asia/Samarkand on west part and Asia/Tashkent on east part. You are right, both represents GTM+5 now, but they are disjunct areas and shift can change in future. It is good to know the name, you can always map name to time shift, other direction is not possible.
