Are you part of any of the OSM infrastructure groups? I looked up your user link and did not understand how you were alerted of the import.
You are right. I already had a user for this but, due to the difficulty to switch accounts, I did not do this before.
My bulk import account will be Bonix-Importer. I will leave it reserved for the bulk import of building data from my city.
It may even mix a bit because most of what I do is import the data from roads and buildings. For bulk imports I will only use the Bonix-Importer.

I am not member of any official group. It is not necessary to be member of any official group to look if people comply with the rules and to revert "bad edits" (newbie errors, vandalism, mechanical edits/imports which clearly break multiple rules of the guideline).
I don't want to revert this import just because you used the wrong user account. I found a discussion on the Imports mailing list and the wiki page. I considered this as a bulk import because your changeset exceeded the limit of objects which you could upload in one changeset (10,000 objects). I think that manual drawing results in smaller changesets if you upload your changes in a sensible interval.
The guideline requires you to use a dedicated account for the import to make a rollback easier if it is necessary and to separate on-the-ground mapping and third-party data.
I myself regularly use multiple accounts (Nakaner and Nakaner-repair). You have to switch the account at JOSM settings every time. Maybe someone develops a user switching plugin for JOSM at some point in future.
