If yes then it is necessary to represent them in another way (with a "proposed" highway type)

It's also good to discuss with the local community if mapping proposed features is useful or not. -

They are tagged proposed and I'm not done yet. Quit complaining.

They aren't properly tagged as proposed. See https://www.openstreetmap.org/way/553655795 for example.
They should be "highway=proposed" instead "highway=residential"
And OpenStreetMap is a collaborative community.
If somebody sends you a message asking about something you can be sure that the only reason is to have the data represented in the best possible way, and not to simply complain or bother. -

Hi,
We don't have permission to use data from Location SA. We have permission to use SA data but only datasets that have been released under CC-BY. Location SA has not released any datasets under CC-BY. You can check this website to find out which dataset have been released under CC-BY (https://data.sa.gov.au/). Please do not import anymore data from Location SA.

I am not importing any datasets. I dont have time or the know how to be able to that. Location SA is a government website any information is for public access and use.
You lot really need to stop complaining.

@tonyf1: FM that search engine on data.sa.gov.au is helpful. I searched for proposed, subdivision, cadastre, road, and location SA and couldn't find it. Turns out the magic search term was land.
@atschulz7: Copying anything from another map is an import, even if it is only one thing. If you want to contribute to an open source mapping project where no-one will look at your work I can recommend http://fosm.org/.
