Hi,
it's a new tag that wasn't used before. I checked the wiki and wasn't able to find any description of it. I didn't find a discussion in the forums, but I also don't speak Dutch.I'm perfectly fine with using the tag - you seem to have some discussion about it and if you add a description in the Wiki, everybody can use and understand the tag.
When I changed it some weeks ago, it looked like one of the random tags people use because they don't know the actual tagging schemes.Jan

Why you think that hiding "random tags" in notes improves anything? Nonsense useless tags should be deleted, mistagged info should be fixed.
Moving them to notes merely hides problem and accomplishes nothing - this kind of edit is as result harmful.

It's not hiding the information - in contrary, it makes it visible. JOSM shows it now as a special icon, and also iD can list it for the casual user you doesn't look in the list of all tags.

What you mention may be achieved by adding "fixme=suspicious tags XYZ".
Moving weird tags to note makes nearly impossible to spot issue again.
