Aligned roads. Changed part of Doctor Francisco Simón that is north of Avenida Italia to secondary to accomodate northwest bound traffic from Avenida Luis Alberto de Herrera, which becomes southeast-only after intersection with Doctor Franciscso Simón.

No. This way is no secondary, Only tertiary, by urban planning and there are no government plans to improve it.
You should not expect that the secondary o tertiary networks are connected/continuos or folllows the same logic as in a developed country. In Montevideo almost no investment has been made to improve road infrastructure in the last 50 or more years.

Thanks for the information, Muralito! You're right, every country has different levels of road development and infrastructure. OSM highway classifications are great for this issue because they are based on how a road is used instead of how much a government develops a road. Do you have more advice for me?

For Montevideo, you could find the official road hierarchy in
http://intgis.montevideo.gub.uy/sit/tmp/estructuradores.zipThis is not meant to strictly follow them, just take as other input to see how the traffic flows in the city.
The advice would be not to put roads in categories higher than the ones really are.
For most other cities in Uruguay, tertiary is enough to tag the preferential roads, and you also need to maintain the classification of the route in the section that crosses the urban area (to keep network continuity)
The other area of the country where the urban road infraestructure is more developed is Maldonado/Punta del Este, and in this case IMO adding "secondary" is enough.
