I thought so at first too, but then got disillusioned by some separate ways that I added and didn't like how they would have affected pedestrian routing. I did more research and became convinced by the arguments that tagging the roadway is better. There doesn't seem to be any consensus on this topic. Even the wiki sometimes has conflicting info about what's better on the same page. So why do you think separate is better?

Blind navigation, for one. Tagging the way as sidewalk might work for situations like a cycleway where the sidewalk is part of the same pavement and not separated by a curb or grass or what have you. Tagging the sidewalk separately is better when there's an obstacle like a curb in the way between the sidewalk and the street.
This also helps find you the ideal places to cross the street and the ideal side to walk on as well.
For the vehicular portion of the street, depending on local ordinances regarding jaywalking, it may be wise to add foot=no where sidewalks are mapped as separate ways to discourage pedestrian navigation down the street instead of a sidewalk.

Basically, more detail is better than less detail, more information is better than simplified information. I might speed through and just tag sidewalk=whatever on the main way as a rough cut, if I fancy doing some detail mapping on something, I might then search for sidewalk=* !highway=footway to get a start for the todo list plugin, and then detail map the sidewalks.

Also potentially a safety boon for AR games like Pokemon, since I understand there's some in-game elements that spawn based on the presence of sidewalks, having a separate way for the sidewalks will tend to have these spawn farther from the right-of-way centerline and closer to the actual pedestrian centerlines.
