Ya que no hay acuardo entre los dos paises se deberia tomar una postura neutral, y para ello se deberia de tomar la normativa internacional al respecto que es la que se aplica a todos los paises, que seria la de la convencion de las naciones sobre el derecho del mar en la parte 2ª seccion 2ª articulos 2 y 3 que establece que sean 12 millas nauticas, esa seria la postura neutral sin tener en cuanta que la posesion de Ceuta es mucho anterior a la creacion del estado actual de Marrueco, y se aplicaran los mismos criterios que aqui en el conflicto España-Gibaltra , Gibaltra estaria sin limites de aguas territoriales y no es asin.

Basically, it comes down to the "on the ground rule" - who has control of a particular location? In the case of Ceuta the current OSM boundaries suggest that the area within the breakwaters is Moroccan, which seems unlikely to me.
Incidentally, Gibraltar also looks wrong to me (the other way - see https://www.openstreetmap.org/relation/1311341#map=12/36.1081/-5.3248 ). My understanding was that both Spain and Gibraltar claim some of that territory (see e.g. http://eunis.eea.europa.eu/sites/ES6120032 ).
In all cases such as this I'd suggest discussing the problem in the "International Boundaries" forum https://forum.openstreetmap.org/viewtopic.php?id=61207 . Explain what the problem is, ask for other people's views and ask for help with resolving the problem. If you can discuss the problem with the "other side" of the boundary then even better.
However please don't try and make half a change and leave the relations broken, which is what happened recently and also last year.

Básicamente, todo se reduce a la "regla básica": ¿quién tiene el control de una ubicación en particular? En el caso de Ceuta, los límites actuales de OSM sugieren que el área dentro de los rompeolas es marroquí, lo que me parece poco probable.
Por cierto, Gibraltar también me parece incorrecto (a la inversa, véase https://www.openstreetmap.org/relation/1311341#map=12/36.1081/-5.3248). Tengo entendido que tanto España como Gibraltar reclaman parte de ese territorio (véase, por ejemplo, http://eunis.eea.europa.eu/sites/ES6120032).
En todos los casos, como este, sugiero que se discuta el problema en el foro "Límites internacionales" https://forum.openstreetmap.org/viewtopic.php?id=61207. Explique cuál es el problema, pregunte por los puntos de vista de otras personas y solicite ayuda para resolver el problema. Si puede discutir el problema con el "otro lado" del límite, aún mejor.
Sin embargo, no intentes hacer un cambio a medias y dejar las relaciones rotas, que es lo que sucedió recientemente y también el año pasado.
