Can you explain what you mean by "no longer needed"? The landuse of these areas hasn't changed, so this tag shouldn't have been removed.

Agreed. The landuse tag was appropriate before. This changeset should be reverted.

I think norcross means that wastewater plants are now automatically considered industrial at rendering: https://github.com/gravitystorm/openstreetmap-carto/commit/2e2169000270f060db3ec7fd30cf0981525045c4

Understood, but since rendering isn't consistent on all platforms (and doesn't dictate tagging), we should use the landuse tag as well.
