Starting with this changeset you created almost 2,000 (!) changesets with zero map edits within 1.5 hour. I guess something went wrong, correct? Thanks.

Every railway station and halt on 1520mm area (railways with gauge 1520 mm) has Unified Markup Code (ESR code from Russian) that is being tagged as esr:user. I'm running Photolines project where railway lines and stations information is collected. I found that data in OSM is complete and decided to share info I already have.
Every ESR code contains 6 digits, but I've made a bug, so codes starting with 0 where put to OSM without it. I noticed it and fixed my errors. I was fixing line-by-line, so the number of changesets is high. Please contact me if there're any problem with it. For me looks everthing is fixed. -

Again, your created changesets did not contain *ANY* map edit. So you made 2,000 changesets with zero element changes. For me, this looks like a bug in your script, programm or whatever you used.

Yes. This won't be used anymore as it was needed just once. Not all stattions needed a fix while changeset were open.
