OSM is a map, not a business directory. Editors are therefore reminded to check the premises and make sure there is a prominent sign, visible from the other side of the street, before adding this business to the map.

is it safe to assume that both have no actual physical presence there?

OSM has always followed the rule that if you can't see it, don't map it. It's not for the editor to prove that a business doesn't exist, but for the business to make itself sufficiently prominent so that the business can be *seen*. Anything else would turn OSM into a trashy business directory instead of a *map*.

Definitely! But minor sign is already good enough for that, there is no need for specifically "prominent sign"
